U.S. Sen. Chuck Grassley (R-Iowa) announced on Tuesday that he has sent a letter to Department of Homeland Security Janet Napolitano
seeking answers regarding allegations of mismanagement and spending
abuse by the Chemical Facility Anti-Terrorism Standards (CFATS) program.
In the letter, Grassley says that following news reports late last year that the program was suffering from a number of issues, an internal whistleblower has since contacted his office and provided further details of CFATS mismanagement.
Among the allegations from the whistleblower were that CFATS assigned employees to non-existent field offices, which subsequently led to employees working from home while claiming to be located at phantom offices. A byproduct of this, according to the letter, was that some employees lived in low locality pay areas while claiming duty stations in high locality pay areas and thus received improper locality pay. In addition, equipment was allegedly purchased through the program that the agency had no use for, such as HAZMAT suits and hundreds of notebook computers.
The whistleblower also alleged that DHS Undersecretary Rand Beers refused to report these abuses to the inspector general when he was made aware of them in a memo.
"The whistleblower’s accusations, if true, show a systemic failure of the CFATS program that has placed Americans in danger and wasted close to $500 million in taxpayer dollars," Grassley wrote in the letter.
Grassley has asked Napolitano to respond to his inquiry by Aug. 13.

Suzanne Spaulding, deputy undersecretary for the DHS’ National Protection and Programs Directorate, made the announcement during testimony before the House Appropriations Homeland Security Subcommittee last month. She did not say why the plan was shelved or if it would be replaced.

Press Secretary Josh Earnest said the administration has been preparing "for months" for the report's release, which is expected late Tuesday morning.
"There are some indications ... that the release of the report could lead to a greater risk that is posed to U.S. facilities and individuals all around the world," Earnest acknowledged. "So, the administration has taken the prudent steps to ensure that the proper security precautions are in place at U.S. facilities around the globe."
Earnest said the administration still "strongly supports the release of this declassified summary of the report."
Nevertheless, Secretary of State John Kerry last week asked the Senate Intelligence Committee to "consider" the timing of the release.
The administration's stance was criticized by GOP Sen. Richard Burr, the prospective new chairman of the Senate Intelligence Committee. Burr, R-N.C., said that Kerry's request that the report be delayed doesn't jibe with Earnest's comments.
“It’s dumbfounding they can call and ask for it to be delayed and then say they want it out. You can’t have it both ways,” Burr told Fox News.
On Sunday, a top Republican lawmaker warned the release could cause "violence and deaths."
And U.S. officials separately confirmed to Fox News that an advisory has been sent urging U.S. personnel overseas to reassess security measures in anticipation of the release. The message directs all overseas posts, including those used by CIA personnel, to "review their security posture" for a "range of reactions that might occur."
A similar statement was being sent to military combatant commands to assess their readiness. Pentagon spokesman Col. Steve Warren said Monday the combatant commands have been urged to "take appropriate force protection measures within their areas of responsibility."
Asked whether the CIA report ought to be released, Warren said that is a "higher-level policy decision," but added "there is certainly the possibility the release of this report could cause unrest."
In Washington, House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich., said America's allies are predicting "this will cause violence and deaths." He said U.S. intelligence agencies and foreign governments have said privately that the release of the Senate intelligence panel report on CIA interrogations a decade ago will be used by extremists to incite violence that is likely to cost lives.
"I think this is a terrible idea," Rogers said Sunday on CNN's "State of the Union." "Foreign leaders have approached the government and said, 'You do this, this will cause violence and deaths.' Our own intelligence community has assessed that this will cause violence and deaths."
Rogers is regularly briefed on intelligence assessments. He questioned why the report needed to become public, given that the Justice Department investigated and filed no criminal charges.
The comments by Rogers came after Kerry on Friday urged Sen. Dianne Feinstein, D-Calif., the senator in charge of the report on CIA interrogations, to reconsider the timing of the release.
In addition, a U.S. intelligence official, who was not authorized to be quoted discussing classified intelligence assessments, told the Associated Press that Congress had been warned "of the heightened potential that the release could stimulate a violent response."
The 480-page report, a summary of a still-classified 6,000 page study, amounts to the first public accounting of the CIA's alleged use of torture on suspected Al Qaeda detainees held in secret facilities in Europe and Asia in the years after the terrorist attacks of Sept. 11, 2001.
CBS News reported Sunday that the report contains evidence that the CIA went beyond what was "legally allowable," and that the agency lied to the White House, the Department of Justice and Congress about the effectiveness of the program.
The CIA told Fox News it would not comment until the report is released, but former agency officials have told Fox News that the agency's program provided it with foundational intelligence about the Al Qaeda network after the Sept. 11 attacks. Former CIA Director Michael Hayden has previously told Fox News that it is not feasible to believe that three different CIA directors and three different deputy directors of the agency conspired over a seven-year period to lie about the program's effectiveness. Hayden and former CIA General Counsel John Rizzo also have claimed that the program provided evidence that helped direct the 2011 raid that killed Usama bin Laden.
U.S. officials who have read the report say it includes disturbing new details about the CIA's use of such techniques as sleep deprivation, confinement in small spaces, humiliation and the simulated drowning process known as waterboarding.
President Obama has previously acknowledged, "We tortured some folks." The report also says the alleged torture failed to produce life-saving intelligence, a conclusion disputed by current and former intelligence officials, including CIA director John Brennan.
A congressional aide noted to the Associated Press that the White House has led negotiations to declassify the report since April, and that both the president and his director of national intelligence have endorsed its release.
Feinstein has not responded to reports of the Kerry call, though she told the Los Angeles Times in a story published Sunday that "We have to get this report out."
She told the Los Angeles Times that the harsh interrogations undermined "societal and constitutional values that we are very proud of. Anybody who reads this is going to never let this happen again."

Everyone likes presents; even murderous Muslim terrorists.That must be why Obama decided to give ISIS, Hamas and Al Qaeda an early Christmas present by freeing their followers from Guantanamo Bay and dispatching them to Uruguay.
Uruguayan President Jose Mujica, a former Marxist terrorist, already offered to take in Syrian refugees and a number of the freed Gitmo Jihadists are Syrians who trained under the future leader of what would become ISIS. If they stay on in Uruguay, they can try to finish the job of killing the Syrian refugees resettled there. If they don’t, they can just join ISIS and kill Christian and Yazidi refugees back in Syria.
It’s a win-win situation for ISIS and Marxist terrorists; less so for their victims.
Most of the Guantanamo detainees freed by Obama were rated as presenting a high risk to America and our allies. They include a bomb maker, a trained suicide bomber, a document forger and a terrorist who had received training in everything up to RPGs and mortars.
The only thing Obama left out was the partridge in the pear tree. It probably wasn’t Halal.
These terrorists aren’t about to settle down in a country best known for its agricultural sector. There is no major demand for bomb makers to herd sheep or suicide bombers to milk cows.
Obama’s Christmas gift to Islamic terrorists includes Mohammed Tahanmatan, a Hamas terrorist who told American personnel at Gitmo that he “hates all enemies of Islam, including Americans, Jews, Christians and Muslims who do not think as he does.”
Uruguay is filled with these enemies of Islam, but so is the rest of the world. There’s no telling where Mohammed Tahanmatan will take his Jihad against Americans, Christians and Jews; he might go back to Israel or head over to Syria. Or he might just go back to Afghanistan and Pakistan to kill the American soldiers still left there.
And yet Mohammed Tahanmatan is the least dangerous of the terrorists freed by Barack Obama.
Ahmed Adnan Ahjam, Abd al Hadi Omar Mahmoud Faraj, Ali Husain Shaabaan and Jihad Ahmed Diyab were members of the Syrian Group which left an Assad crackdown to join Al Qaeda in Afghanistan. The Syrian Group was headed by Abu Musab al-Suri, a key ideological figure in international Jihadist circles, who was linked to multiple bombings in Europe, including one that wounded American soldiers.
The Damascus Cell of the Syrian Group was run by the uncle of Al Qaeda in Iraq leader Abu Musab Al-Zarqawi who also sat on AQIQ’s advisory council. Al Qaeda in Iraq is known today as ISIS.
Even while Obama bombs ISIS in Syria and Iraq, he releases experienced ISIS recruits from Gitmo.
Ahmed Adnan Ahjam was listed as receiving advanced training from Al Qaeda in the use of a wide range of battlefield weapons up to artillery. He will be invaluable to ISIS in its campaign in Kobani.
Obama’s present of Ahjam to ISIS will aid in genocide against the Kurds of Kobani. Ahjam was rated a “high risk” and should never have been released.
Abd al Hadi Omar Mahmoud Faraj received training at a camp run by Zarqawi providing him with an even more direct link to ISIS. He is a trained suicide bomber. ISIS will make use of him to train suicide bombers including its growing army of brainwashed and abused child soldiers.
Faraj was rated “high risk”. He should never have been released.
Ali Husain Shaabaan also trained at a Zarqawi camp. He was listed as “high risk”. Like Farj and Ahjam, there is little doubt that he will be in Syria before too long.
Jihad Ahmed Diyab is a document forger who provided documents to the Jihadist network of Abu Zubaydah linked to the bombing plot against Los Angeles International Airport, he worked with Zarqawi and associated with 9/11 terrorist recruiter Mohammed Zammar.
Jihad Diyab was not only listed as being “high risk”, but also as being of high intelligence value. He has connections to multiple Islamic terrorist groups around the world. That makes Jihad potentially the most valuable member of the Syrian Group to be released by Obama in his Christmas gift to ISIS.
ISIS will find Jihad Diyab useful for providing forged documents to smuggle its fighters into Syria and also to potentially move terrorists into Europe and America.
And yet giving this gift of Jihad to ISIS may pale next to Abdul Bin Mohammed Abis Ourgy, the final Gitmo Jihadist, who not only has many links to Muslim terrorist groups, but is a bomb maker who also trained terrorists in his explosive arts. The United States suspected that he may have even known beforehand about 9/11.
Ourgy is likely to head for North Africa and his ability to move money around will help strengthen the operations of Al Qaeda and Al Qaeda linked groups in the area. His bomb making skills will be used to train the next generation of terrorists. The blood of those they kill will be on Obama’s hands.
It goes without saying that Ourgy was listed as “high risk” and that releasing a bomb maker who will train other terrorists to build bombs is about as irresponsible as it gets.
Obama didn’t just free six more Gitmo detainees. He dumped “high risk” Jihadists with skills that make them extremely useful to ISIS and extremely dangerous to us into a country run by a former terrorist.
These terrorists are not just Al Qaeda, but the majority of them have personal links to Syria and to the network of what has become ISIS.
“We’ve offered our hospitality for human beings who have suffered a terrible kidnapping in Guantanamo,” President Jose Mujica has said, making it clear once again where his sympathies lie.
The former Marxist terrorist predictably sympathizes with the terrorists, not the terrorized. Obama might as well have given the new ISIS recruits a plane ticket directly to Istanbul. The only difference between doing that and doing what he did is plausible deniability.
As soon as the money gets wired to them from Saudi Arabia or Qatar, they’ll be at Carrasco International Airport. After a plane trip from there to Buenos Aires to Istanbul, the rest will be a jaunt across the border with a wink and a nod from friendly Turkish border guards happy that ISIS is committing the genocide that their prospective position in the European Union won’t allow them to openly carry out.
Of the terrorists released from Gitmo, 100 were confirmed as having returned to terrorism. Thanks to Obama’s Christmas present to Hamas, Al Qaeda and ISIS, that number is about to go up.

One of the top House Republican leaders, Rep. Pete Sessions (R-TX), revealed this week that GOP leaders intend to push an amnesty bill in the next Congress that would subject only the most dangerous illegal immigrant criminals to deportation so that “not one person” who is in the country illegally and has not committed a violent crime is “thrown out.”
During a Wednesday evening House Rules Committee hearing in which pro-amnesty Democrats such as Rep. Luis Gutierrez (D-IL) testified, Sessions, the powerful Rules Committee Chairman, said House Republican leaders want to have a “well understood agreement about what the law should be and how we as communities, and farm communities, and tech communities, create circumstances where we can have people be in this country and work, and where not one person is quote ‘thrown out’ or ‘deported’ – where we do keep families together, but what we do is we do so under a rule of law of an understanding.”
Sessions said, “We intend to push a bill that would operate under the activity of trying to do under rule of law… But that, even in our wildest dream, would not be to remove any person that might be here unless they were dangerous to this country and committed a crime… that was never even in a plan that I thought about.”
The Texas Congressman took offense and said it was “inflammatory” that Democrats like Gutierrez are accusing Republicans of wanting to deport 13 million illegal immigrants.
“No reasonable person in my party… has suggested this except the outer-extreme of my party,” Sessions said. “And on both parties, people have made extreme remarks. There is no one in responsible Republican leadership elected officials [sic] that has said we should deport 13 or 11 million people. That is not what this effort is about, and I find it extremely distasteful that people would come here and suggest things that we have not suggested.”
Sessions said that it became “dramatically” more difficult to pass an amnesty bill last year when pro-amnesty activists started hectoring and confronting Republicans at their homes or at restaurants. He said he has told the pro-amnesty agitators that, “we will appropriately get things done, but that is the wrong way to do it.”
In the meantime, Sessions said Obama’s executive amnesty is “ill-advisable, wrong, and not the right thing to do.” He said Obama “did not need to play king,” and “the President of the United States is using this as an excuse for political purposes to make my party – [the] Republican party and people – look bad.
Sessions also emphasized to Gutierrez that he has told him “numerous times about what we were trying to do” and hope the two could work together on a more permanent amnesty bill in the next Congress.
Some have speculated using prison ships to deport illegal aliens back to their home nation.
“And what I intend to say to you today is, ‘My friend, I want to work with you;’ but I would ask that we please understand that we cannot overplay what we’re really trying to do, and that is we’re trying to work through a difficult process,” Sessions told Gutierrez, noting that “at least three Texans” have “spent a lot of time trying to broker this deal, and everybody knows that, about a year ago, when different changes happened, we fell apart.” After revealing that House Republican leaders seem intent on giving permanent legal status to nearly every illegal immigrant in the country, Sessions declared that, “I believe that without rule of law, we have no border; with no border, we have no sovereignty; without sovereignty, we do not have a United States of America.”

"Few enumerated powers are more fundamental to the sovereignty of
the United States than the control of the ingress and egress of aliens.
Over two hundred years ago, in 1787, Congress claimed exclusive
authority over naturalization, which was affirmed by the Supreme Court
in 1817...Beyond naturalization, the Supreme Court has recognized that
Congress has plenary power over immigration, and has said that 'over no
conceivable subject is the legislative power of Congress more complete
than it is over' immigration. Similarly, the Supreme Court has
recognized that it is Congress's exclusive authority to dictate the
policy pertaining to aliens'ability to enter and remain in the United
States. As Justice Frankfurter aptly said: 'policies
pertaining to the entry of aliens and their right to remain here are
peculiarly concerned with the political conduct of government. In the
enforcement of these policies, the Executive Branch...must respect the
procedural safeguards of due process. But that the formulation of these
policies is entrusted exclusively to Congress has become firmly embedded
in the legislative and judicial tissues of our body politic as any
aspect of our government'.
While the Court has clearly articulated that Congress has exclusive
authority to set immigration policy, the Supreme Court has expressed
that the President has inherent authority over immigration-related
matters that influence the nation's sovereignty and foreign affairs. But
the Supreme Court, in no ambiguous terms, has recognized Congress's
'sole[] responsibility' for determining '[t]he condition of entry of
every alien, the particular classes of aliens that shall be denied
entry, the basis for determining such classifications, [and] the right
to terminate hospitality to aliens.' In this vein, Congress also has
exclusive authority to determine through legislation when hospitality
should be extended to a broad class of aliens, such as through a
categorical use of deferred action.
The recent executive action defies
Congress's exclusive authority with the intention, as President Obama
has admitted, of setting a new policy and creating a new law. While
Congress has authorized various forms of discretionary relief, including
deferred, for specific categories of aliens, Congress has not
authorized such relief for the class President Obama targets, to parents
of United States citizens and lawful permanent residents. Moreover,
Congress's authorization of some forms of discretionary relief and
deferred action for narrow categories in no way signifies that Congress
acquiesced to the President setting his own broad new category,
especially because the category created by the President is comprised
solely of illegal aliens who are, under the present law, removable.
Critically, Congress's refusal to
enact the policy President Obama prefers is not 'silence' or a
'failure'; it represents our constitutional system working as intended".

Forced to Transport Tens of Thousands of Illegal Muslims into the United

-- Tennessee State Rep. Rick Womick and retired pilot, acknowledged his
part in the forced transporting of illegal Muslims secretly to America.
And he has devoted his political career to stopping this rape of this
great country. "He was part of a team of experts coordinated by his
D.C.-based Center for Security Policy that produced a report last year
titled "Shariah: The Threat to America."
According to the pilot, whose first name is Dennis, at least one other pilot received the same information via company email and “went ahead and signed it” saying that he did not bother to read the consent form before he signed it because, “I need my job”.
“Dennis” goes on to speak about being in a Baptist church listening to Tennessee Representative Rick Womick, who also still flies internationally as a pilot for Boeing, give detail accounts of returning trips from overseas with the “aircraft loaded, rock solid full, with every seat filled with illegal Muslims and flew it back to the East Coast of the United States”.
If this is not explosive enough, Dennis continues to speak of Womick’s account of what happened to passengers “after being instructed to land”:
“they taxied right past immigration and those people [the passengers] were literally lead off and escorted off the airplane and they would give them thousands of dollars in their pockets.”
This comes on the heals of the story that the U.S. State Department and the U.N. are working to resettle 30,000 “displaced” Syrians into the U.S.
According to a 2011 WND article, Rick Womick “participated in a panel called “Defending Liberty in Legislatures,” is an Boeing 777 airline pilot who has flown five flights with Somali immigrants on board from London to New York City.” Womick has spoken out publicly that the U.S. Military should not allow Muslims.
It is interesting to note, that on Kalitta Charters website, they have these promotional statements:

Insurrection Sends House Speaker Reeling
In politics, it’s important not to look too far ahead. Things change quickly on the Hill, and what’s here today could be gone tomorrow.
But with that in mind, Barack Obama’s dream of amnesty and citizenship for the millions of people living here illegally is dead. The rule of law has triumphed, if only for a short while.
What makes me so confident? Well, I spoke with members of Congress who attended John Boehner’s Republican conference retreat and the ensuing discussion about immigration policy. They told me that, despite Boehner’s attempt to sway his fellow Republicans into voting for immigration reform, the Speaker of the House failed miserably.
Boehner has been working feverishly to keep the issue alive after facing constant pressure from the hotel, tech, construction, and restaurant industries. They all want to keep their low-wage workers and continue to fatten profits. You see, legalizing millions of illegal immigrants is a much cheaper prospect than raising wages to draw more workers.
And Boehner, ever the compliant politician, would like to keep the dollars that these industries contribute to Republican campaign funds.
But at the party conference, where Boehner planned to surrender to corporate interests, the Speaker instead faced an insurrection. The rank-and-file members of the GOP caucus were, by most accounts, against even the concept of immigration reform – by a ratio of more than three to one!
Eventually, as the discussion between members droned on, Boehner and his allies saw the writing on the wall. If they did bring an immigration vote to the floor, they’d split their party so deeply that Boehner would be in jeopardy of losing his job as House Speaker. And for Boehner, maintaining power has always been more important than any individual issue.
All told, it’s now extremely unlikely that Boehner will continue pushing for immigration reform this year.
Like Freddy Krueger, It Keeps Coming Back
However, this doesn’t mean that the issue is put to rest.
The potential savings are too great for the corporate titans to forget forever. They want the low-wage workers, and they’ll keep pushing.
Just look at Facebook’s (FB) FWD.us campaign. Billionaire Mark Zuckerberg is so desperate for low-wage workers that he’s taken the rhetoric to unhealthy levels, charging that opponents of immigration reform are tied to white supremacy groups and supporters of eugenics.
I guess when you can’t win the argument, it pays to spend millions disparaging your opponents.
At the same time, business interests are charging hard for increased immigration. Just think: Homes to house immigrants must be built. Autos, furniture, and food must be produced for the newcomers. There’s almost no end to the products that could be sold to America’s newest consumers.
Finally, because of the agreement between big business and liberal special interest groups, immigration reform is never far from passage. Between the desire to please the masters in big business and the political impact of giving millions of noncitizens the right to vote, the immigration issue is pretty much impossible to kill.
